PLM SSC establishes performance accountability framework; implements performance points

Pamantasan ng Lungsod ng Maynila’s Supreme Student Council (PLM-SSC) established a new performance accountability framework that assigns points to each office’s projects and initiatives through a resolution published on its official Facebook page, Aug. 9.

PLM SSC Resolution No. 14 s. 2026, also known as The 2026 PLM Supreme Student Council's Performance Accountability Framework, was introduced by the council’s acting auditor and treasurer, Marison Calista L. Cabral and Justine T. Riano.

The document aims to “institutionalize minimum performance standards for every office of the PLM-SSC” by providing an objective and measurable basis. It also seeks to ensure consistent and continuous programs from the council throughout each academic semester.

The resolution established a mechanism involving Key Performance Indicators (KPIs) of projects, a time-bound and specific task with clear goals within timelines, and initiatives focusing on long-term strategies for organizational growth. Two performance points will be given for the implementation of a project and one for pursuing council initiatives.

Each office within the PLM-SSC must have a minimum of five performance points by the end of each semester, earned through at least two projects and one initiative that are aligned with the constitutional function of the respective office and the approved General Plan of Action (GPOA) submitted by the council.

The framework also includes a semestral performance evaluation, wherein at the end of each academic semester, the office of the PLM-SSC’s auditor shall evaluate each council office’s compliance with the minimum KPIs and the implemented projects’ quality, timeliness, and effectiveness.

Failure to comply with the standards stipulated in the resolution shall result in the issuance of a Notice of Noncompliance by the office of the council’s auditor and shall reflect on the office’s performance report.

The resolution, however, clarifies that the framework does not create disciplinary sanctions. Officers who are subjected to administrative or disciplinary action shall remain governed by the PLM-SSC’s Constitution and Bylaws and applicable university policies.
