Undeterred, protesters set up a makeshift stage using a pick-up truck and extra microphones, continuing their program by pushing past enforcers who initially blocked their stage trucks from entering.
The Quezon City government and the Metropolitan Manila Development Authority (MMDA) had earlier declared the EDSA Shrine a "no-rally zone," citing its status as a private property where demonstrations require permits.
