ICYMI | Full slate partylists no longer required for reaccreditation — PLM COMELEC

Pamantasan ng Lungsod ng Maynila Student Commission on Elections (PLM COMELEC) no longer requires the full slate partylist and adviser qualifications for reaccreditation in the current electoral cycle, through newly released guidelines last Feb 11.
Resolution No. 03-2026 revised the proposed requirements in Resolution No. 02-2026, making it recommended rather than mandatory for party-lists to fill candidates for all SSC executive positions and appoint a qualified university adviser. They clarified that failure to comply shall not result in a sanction or adverse consequence to any political party or candidate.
They also explained that no qualified candidate is prohibited from seeking elective office under the virtue of Resolution 02-2026 and may still run as an independent candidate.
The deadline for registration and reaccreditation of political parties is also extended until Mar. 6 to provide time to recruit, assess, and organize new members in accordance with the accreditation requirements.
Moreover, PLM COMELEC will also implement stricter guidelines in governing appointments for vacant positions to protect the primacy of elections, ensure accountability, and avoid over-reliance on post-election appointments.
The policies mentioned in Resolution No. 02-2026 will instead be implemented as official requirements for the next academic year.
The new guidelines were implemented in response to the Joint Formal Motion and Petition filed by partylists Ang Partidong Tugon, Alab Pamantasan, and Stand PLM regarding the validity, scope, and immediate implementation of the proposed revisions to the PLM Omnibus Election Code.
