CS-SC Pres. Arabiran takes month-long leave; VP De Leon named OIC

The Pamantasan ng Lungsod ng Maynila (PLM) College of Science Student Council (CS-SC) approved President Carl Sebastian P. Arabiran’s request for a temporary leave of absence from Sept. 10 to Oct. 10, 2026, according to a resolution posted on Thursday, Sept. 10.
Under Resolution No. CS-SC 2026-0910-01, the council designated Vice President Jiliane Vicient De Leon as officer-in-charge (OIC) for the duration of Arabiran’s leave. De Leon was also authorized to perform the indispensable official functions of the CS-SC president during the period.
Arabiran submitted his formal request during an Executive Board alignment on Sept. 5, citing the need to address his struggles with mental health and undergo a period of convalescence, the resolution stated. He also acknowledged that his circumstances had temporarily affected his capacity to fully perform his duties as council president.
The remaining members of the Executive Board received the request without objection. The board determined that granting the leave was in the best interest of the council and would allow the president’s duties to continue under the next highest elected officer.
Two days before Arabiran’s leave began, the CS-SC ratified the appointments of James Michael C. Paguio as acting auditor and Sofia Amor A. Vics as acting public relations officer, completing the council’s executive positions for the academic year.
Arabiran is set to resume his presidential duties after the leave expires on Oct. 10, when all powers, duties and responsibilities of the presidency will automatically return to him without further action from the council.
The resolution was approved and signed by the CS-SC executive officers on Sept. 10, 2026, and noted by CS-SC Adviser Prof. Lemmor Josh Dela Peña, MSc.
